The FAA answer is Flight Service Station, or Automated Flight Service Station.

Your airline dispatcher is going to provide you with most of the pre-flight planning. As a pilot, when you arrive at the airport you are simply going to validate and verify what the dispatcher did for you.

When you say in-flight service, I am assuming that you mean outside the airplane. If that is the case then it will still be the dispatcher. If you need to make a change in your flight plan, get weather at your destination while still en route, or get any special service, you're going to talk to your dispatcher to do it. Dispatchers are specifically qualified for the aircraft that you fly.

As far as in-flight service within the airplane, a flight attendant will get you what you want.

depends wat service you taking bout... pre-flight briefings are normally done at flight operations (Dispatch) rooms where you get your flight plan etc... in-flight you have cabin crew doing service for you and en route you have the ATC of various places you're flying over giving you spec etc...(course, flight levels)
