Since you aren't being very specific are you trying to breed your dogs? If so the best thing to do is to go to your local dog shelter and look at all the dogs that are going to be put to sleep because no one wanted them. Then go to your vet and ask for an estimate of the cost for bringing in the female dog and her pups for shots check ups x rays etc etc etc. If you can without a doubt pay for this and then possible raise all the pups for the rest of their lives because you cant find homes for them, then go ahead breed your dogs. But think about it, they don't need to be bred they need to be spayed and neutered.

A couple of reasons ... she isnt ready and/or he doesnt like her/she doesnt like him ... oops that is three.
I do agree that unless both the dogs are of the same breed with pedigrees and certificates stating they are free of genetic faults and they are of a good temprement and follow the standard of the breed, , then you really shouldnt be breeding them . There are lots of costs involved, if even all goes well and there are no emergencies.
So, if they are none of the above, please get them both de-sexed. It will pretty much ensure they wont contract cancers and the like later on.
