Find out from people he knows what he likes (sports, books etc...) and just casually start a conversation about it. People who are shy are always open to conversation about things they like then when he is comfortable around you ask him out for a coffee or something or a walk.
Tell him what you like ask his opinion I am sure he will be flattered you asked him the more common things you find out will make it easier for him to feel at ease with you.
