I don't think so.
I have the standard apartment beige colored carpet. If I couldn't put carpets over it, I'd go crazy(er).
Of course a beautiful oriental rug over a hardwood floor looks absolutely stunning, but I don't have a hardwood.
Do what YOU like.

About 50% of the 5 x 8 rugs are put on top of wall to wall carpet. Kind of a layered look. A great way to add color to a room.

No, it is OK to place an area rug on a carpet. The thing you have to watch out for is what kind of backing is on the area rug. For instance, if you would put a carpet piece on top of a carpet, it would cause wear on the carpet because of the backing. Be sure the backing is soft and won't cause your carpet underneath to wear out.

If the colours are compatible I don't think a rug on top of a carpet is
totally crazy. In fact, I think it could look great. I have seen this done
on decor shows so as long as the two match...go for it.

I put area rugs on top of carpet all the time......great looking...just put a 5x8 under the glass top coffee table in my living room which I found at Crate and Barrell. I also Kilim and even inexpensive ones all over the house on carpet.....always looks fabulous.....go for it!!!!

That would depend on the colours. Colours that clash would look bad, colour's that complement each other would look very nice.
