My wife and I are hoping to bring in a friend who is Haitian, living in the country of the Turks and Caicos Islands, to be our family nanny, to reside with us in Seattle, Washington, USA - is this possible and how do we go about accomplishing this?

If this is a friend of the family then you may be able to get some work visa or a green card. I would look into this with a private attourney. I think this is possible. Just do this properly so everything is okay for you and the nanny. I would look into getting an attourney perhaps an international student center at a university could advise you or pershaps her embasy could advise you. I would look that direction first before contacting our government. That way you can have all the appropriate papers. I think if this is your friend this is different than if this were a stanger. You should be able to do this. Just get with the correct people. I would talk in another forum section this is not a good one to talk in. This one is incorrectly named immigration. This is hate speach area. You will get better answers perhaps in travel or somewhere else.

Legally, it may not be possible, unless she comes as Au pair.

Au pair this is a special program which is used to bring temporary people from abroad on J1 visa to work as nannies and live with the US family. It is used mainly by students.

Your family must be approved as a participating family in Au pair program.

As a nanny (position which does NOT require Bachelor's degree) she does not qualify for any other long-term work visa.

You'll have to first prove to the department of Labor that you have made every attempt to find a citizen/legal resident to fill the job. Once you have done that and are approved you will take that approval to immigration and that person will then be eligible to get a work permit or will get immigrant status. the best is to check with an immigration lawyer because there are many steps to take. It will take several mnths to 2 years to get the whole thing done.
