a husband or wife can refuse to testify with no penalty but if thay elect to testify the spouse can't stop them.

A husband can testify against his wife. He can't be forced to testify against his wife.

from what i understand a husband can testify against a wife if he chooses her but cant be forced or required to.

there are 'spousal privileges' (privacy rights) which, in ohio are:
-neither spouse can be compelled to testify against the other
- each spouse has the right to keep private marital communications from being introduced into evidence
