Depending on which version of Windows XP you're using, it will come with Windows Movie Maker. I personally use some professional editing software at school, however this consumer-level one is extremely easy to use, and very powerful.
Be aware that Movie Maker can only create Video CDs, and not DVDs with your finished video. However, if you have a DVD Burner already, you should check to see if it has a DVD burning software built in for your finished file.

If you have Windows XP, then you have a great editor called Windows Movie Maker. Very very easy to use. I have made several very entertaining videos of my son's soccer and baseball games, as well as vacation videos. Just connect your camera to the PC via Firewire and Movie Maker will open automatically. You have to "rip" your video into the PC, then edit. When you're done, you have to have a DVD app to burn the DVD as a playable disc, but my PC shipped with Sonic and that's easy too!

first of all, dont get adobe premiere elements like Ken mentioned. although it is a good program, and its big brother premiere pro, which i have and is awesome as well, its a bit complicated for beginners.
since your a beginner, the best thing you could probably use is windows movie maker. if you dont have it, i suggest going around and finding a friend who does, because theres no point in spending tons of money for a program that just as good as good ol' free windows movie maker, which is also one of the easiest to use programs. sometimes libraries will allow you to use their computers for editing, if they have movie maker (at least the ones at mine do).
once your done editing, choose the option select file size and select and file size close to what you began with. this way, when you burn to DVD, there wont be much quality loss. if your not too concerned about quality loss, just let move maker choose for you. probably one of the best burning softwares out there is Nero, get it at nero.com, version 6 ultra edition is good enough.
