He isn't blood related, and technically he isn't part of my family anymore.
The problem is that he has a half sister with my uncle which makes him half brother to my full cousin.....

he might still be technically blood related, even if you think he's not. from what you said about him being a half brother to your full cousin, it sounds like he's still related. don't do it!!

All in all he stll sounds like family to me no matter whether he's blood or no blood. So the answer to your qustion would be yes this is wrong to even consider getting in a relationship with this person....

blood or not anyone close enough to be family is family. It's gross, I wouldn't do it. Also it may cause problems between you and your REAL family
