owner of the project appoints supervisor and the contractors are doing their work. What are the rolls of a supervisor from the client side?

I believe you are discussing about Clerk of Work. Normally a project kicked off, client should hire a contract Mechanical and C&S clerk of work. Generally their responsible levels are such as:

- Be the closest advisor to the client on all the M&E matters other than M&E Consultant
- Make on site decission on behalf of owner technically if the owner and consultant cannot make it
- To make sure all the material buy off is what has been tendered
- To ensure the quantity and quality of material is there
- Act as a SPY so that the Contactor's doesn't violate any contracture matter
- To make sure the quality of workmanship is there.
- To check for all kind of underground work installation in proper place
- To work in hand with Consultants for payment certification.

Well, I've done that job many times. I assumed my responsiblity was to look out for the owners interest. Lots of times during projects the "Design professionals" and the contractors conspire to conceal errors from the owner. It's not really evil on their part they may not think it is an important item.

Looking out for the owner doesn't always mean being in conflict with the contractors and Architects. Lots of times decisions have to be made on a daily basis. If the owner has a represenative on site these decisions can be made right away and the project can be kept moving. This not only helps the owner but helps the contractor.

The biggest advantage to having a represenative on site is keeping mistakes from being poured into concrete. Stuff being installed in the wrong location, wrong elevation, etc. not only cost the owner time but cost the contractor money and the Architects and Engineers big headaches.

Other responsiblities would be review of request for progress payments, evaluation of the project schedule, buget and just general quality control. After all it is the owners money that is financing the project and paying the salaries and wages of everyone involved in the project.
