First off you cant make anyone fall in love this stuff just sort of happens on its own it takes time

Yes you can. Start having long hair short shirts and nice clothes, if you are a little overweight loose some weight.
Smile a lot and get near the guy a lot, touch him when you have a chance, be friendly and reachable
