I have no clue who they base size off of but its not the majority of kids. My son is a preschooler now but the size of a toddler. Up to my hip and 28 pounds at almost 4! Needless to say he is hard to fit too. Long skinny legs, no butt, no waist, broad shoulders lol talk about a headache trying to find clothes for someone.
I agree find the adjustable waistband pants, or as we do find slim pants. My son needs a 3 leg and about an 18/24 waist. Or you could buy cheap (walmart or ebay etc) and have them altered, which is what we do for my older 5 year old (he is up to the middle of my chest at almost 55 pounds and wearing a 7 or 8 husky). They are complete opposites.
Sweats are also good too Ive found cheap brands tend to shrink which always helps for waists and sleeves. Good luck :)

OH BOY DO WE EVER. my son was very ill up until this past February when we finally found a doctor that took her time and listened to us. he is now gaining weight as he should.
he will be 4 in February and wears 5t shirts because of his broad shoulders, but if we get him 2 t pants that fit at the waist the look like Capri's. and if we get him pants that are long enough they fall off.
we shop at K mart because his size changes so fast and there is no use buying fancy clothes. we can get the shirts and pants separate even. Since I'm from rural VA(now live in NJ) the first time i went home for Christmas with the pants problem i went to the farm bureau(basically a hardware store with clothing, feed for livestock,and farming supplies) and bought him a ton of coveralls and a couple pairs of suspenders. he likes the coveralls like the train conductors have the best and the suspenders with the buses.
i also have twin nephews so hand me downs are a blessing that we receive every Christmas.

I buy and sell for EBAY. My kids have very slim waists. So when I am out shopping second hand stores and yard sales I keep my eyes open. I might wonder why your daughter wears a size 4/5 shirt. They come in todddler sizes up to 5t. Which may or may not help with the sleeves. When I shop I look for clothes that have the adjustable waist band (carters, osh kosh, old navy, JC penny) these places sell the adjustable waist band pants. They come in toddler sizes and work great.

my 3 yr old daughter has the same problem.cause she is tall for being 3 but her legs are short.she has a long upperboady so i have to buy her 4 or 5's in girl clothes for the tops and 4 in bottoms cause 3t's are too short on her but yet a 4 is too long for her and she has a little waist too and she hates belts cause its hard to go to the bathroom.what i usually do is buy the pants and tops seperate cause a 5 in pants are way too big for her.i also have the same problem with shoes.she wears a 10 but her feet is really skinny like mine and the 10's r too wide and if i go smaller she doesnt have any toe room and the only places u can buy narrow wieth in toddler sizes is like SAS shoes and they r too damn high for a kid to wear for about 3 months.

I go to old navy and buy the adjustable waist band sometimes cause kids grow to fast to be waistin that much money like my daughter wears a 3T in pants adn the waist is way to big...And i bought some at old navy and she already out grew them...So i go to wal-mart buy clothes and take them home and either wash them the wrong way or dry them but i make sure i buy them big for her and they shrink down perfectly.

I have the same problem with pants, even got 3 slims and they are to big around the waist, finding a belt was another problem. I finally bought a dog collar.

for pants, I know Carter has some adjustible waists. That's what I have to buy for my son, those and drawstring pants

I also use ebay. My son is 25 percentile wt and 110 height... nothing fits him... just find a brand that fits and stick withit. gymboreee and baby gap are good also

i would buy her clothes separate, pants one size and tops the other size..... try k mart, mervylns and target....
