That car is still for sell. or That car is still for sale. I believe it is the latter but a friend is telling me that it is the former.

That car is still for sale, is the correct way of putting it. So, whatever you've won, you had best go and collect up on it!

sell means wen u r selling sumthing or giving sumthing 2 sum1 nd them paying

sale means wen sumthing price has gone down for us 2 buy the stuff

The latter. You need a noun ("sale"), not a verb ("sell").
