Use a silcone just for mirrors or the glue could take the backing off your mirror and ruin it!

You have several options. You can buy a mirror mastic for the mirrors anything else and the silicone or liquid nails will bleed through and you will see it through the mirror.
you can make a shelf for them out of pine or some sort of wood and cut a dado on the back so that the mirrors fit in and then screw the wood to the blocking using tap-con screws.

I would not try adhesives. You may end up with a broken mirror when it falls off the wall. You should be able to chip into the grouting in between the concrete blocks and insert a hanger. (that's assuming there is grouting) If the mirrors are small and lightweight there is the adhesive tape that comes with mirror tiles to hold the tiles on the wall. That tape is pretty good at holding the mirror tiles to the wall.

Ya, use silicone -- but make sure it's 100% silicone. If you use the silicone only along the edge you'll be able to remove mirror with knife. Liquid Nails is a great product, but like it is permanent.

Be very careful. Even if the plate isn't very heavy, you risk having the plate fall off the wall and seriously injure someone. I would use mirror clips and mount them to the brick using small anchors designed for brick.

get concret screws and u could put it up like that or u could put some ibolts or S-screws and than tie a string to the bolt and put another bolt and bolt it to the celling or u could tie it
