I'm from the US. I think if you can, you should excuse yourself from the table. If, say, you sneeze unexpectedly and then need to blow your nose you should turn your head away and say "excuse me" or "pardon me" when you are done. Then, you should probably go the restroom to tidy up and wash your hands.
I think vigorously blowing your nose and mucking about with your nose after and then, say, pulling a slice of bread from the communal bread basket right after would not be acceptable.

If it's just a quick little blow, and you don't need to be elaborate about it, yes, just turn your head away from the table first. If you're having more serious problems, you should excuse yourself from the table, go into another room to take care of it.
From USA.

I just asked this question last week! Check out the answers that I got. I was taught to excuse myself from the table. I don't think it is proper, but some people do. Born and raised in the USA.

I don't believe that's acceptable in any country. Excuse yourself and go to the restroom if you must.
