Tapioca would work. Or corn starch, whatever you have on hand. I find flour can get too heavy and or lumpy, sometimes if you don't let it boil long enough in the stew you can taste raw flour. so be sure to cook it well.

But for your next time, try shaking your beef cubes in a bag full of flour then browning it in some oil. That way the thickening agent will already be introduced at the beginning.

Mix a little corn starch with cold water in a cup. Make sure all the lumps are out and slowly add to the stew while stirring. Be careful to not add too much as this will make it too thick.

The advantage of corn starch over flour is that the corn starch does not have the flavor issues like flour does. And is easier to get smooth without lumps.

Flour will work in the same way though.

put a couple teaspoons of flour in a glass, fill halfway with hot tapwater, stir with a fork until smooth then slowly pour into your stew while stirring it in. wait about ten minutes and if its not thick enough for you do it again. good luck
