It means something is over. No matter what you do you're to late to fix it.

It is used in a senario when an event has happened, ususually scary, life threatening, or even fatal, and somebody tries to prevent to change that event before it had happened, but by the time they had finished doing whatever they were trying to do it had been to late, and what they had done would have been too little to stop or change the event anyways.

In other words, something happensm, someone tried to stop it, but their attempt was too small to make a difference as well as too late to do anything.

ie. a dog runs accross teh street, the owner pulls on the leash the dog is run over, the pulling on the leash was too little action executed at too late a time that had it even forced the dog to run back instantly the dog would still have died.

NOTE: peopel usually use this in tersm of guilt, not "I couldn't have stopped it anyways, so its not all my fault" although sometimes, rarely it is.

As if someone apologizes to you for something that they "finally" realized that they did wrong. But on your point of view, it wasn't enough and it is now too late for the apology.

There is currently a problem, if it had been addressed earlier or with more effort, it might have been solved or averted, but the timing or effort put into this attempt will ultimately prove pointless.

For example.

My ex used to take me for granted. When I would tell him about it, he just shrugged me off.

I met someone else who is very attentive and treats me well. When I told my ex, he said he would change because he wanted us to stay together.

By then, it was too little, too late.
