Hmm, it might be because they're BREASTS! Come on, you're talking about guys here!
The fact of the matter is the catholic schoolgirl look is one of those inbuilt turn ons for guys, like cheerleaders or nurses.
But it may also have something to do with the actual uniform. Do guys stare at your breasts otherwise? How does it sit? Is it a bit see-through? I know that the material used for the blouses at my school, you could kinda see the bra through them, especially if they were wearing one that wasn't white (I wasn't staring, honest)
If it really bothers you, don't be afraid to tell them (take a friend or two to help if you need to) but guys staring at your chest is a fact of life that you're going to have to learn to accept. That's just the way some guys are

Well, I think you are point out the indecency of staring at a clearly marked underaged girl. I want to point out that the craving for sex is a primal urge. Meaning everyone has it and it's not going away once it's tasted. Also, God is a hell-ofa engineer, especially dealing with the beauty of the human body, the female body is amazing. anyway, long story short, because you're beautiful and political as we may be the beast is still within.
