It is a design that meets the specifications set forth in a cost effective manner.
Note: cost effective does not mean the cheapest cost. Design considerations like safety, energy efficiency, ease of operation, maintenance costs, and similar questions need to be considered.
In some cases a good design results in the specifications being changed because of information that is discovered during the design process which can lead to a better product.
If the design calls for a 20 year life then you don't design for 30 years. If the design calls for 95% efficiency then designing for 99% efficiency is not a good design unless there is an economic reason to do so.
