YOU HAVE TO GET HER A PHONE OF HER OWN. LET HER KNOW THAT THE BIG PHONE IS YOURS AND THAT SHE CAN NOT TOUCH YOUR PHONE UNTIL SHE GETS OLDER.

Hun,i think every two year old on this planet once they figure out the telephone become "obsessed".I think you should go to walmart, target,or whatever store is close to you, they are reasonably priced not to expensive and purchase her a telephone.A toy one,i think that "Playskool" makes one,and it makes noises and has a voice that speaks when a button is pushed.Or better yet,if you have an old telephone that you do not use laying around you could use that.Although,i think that would work,i also believe that what facinates those younger ones about a telephone is the communication. So i think that buying her one at the store for maybe $5-$10 depending on which one you choose, that has a voice and speaks back to her when a button is pushed will help her communicate. It will satisfy her and keep her away from the telephone, especially from dialing emergency services!!! Good luck!! Enjoy them while they are little, because they arent little forever!

Remove the emergency services number from speed dial..
Most 2 year olds are not capable of dialing 9-1-1 and are only calling that number because it is programmed into speed dial usually on a pone with a large red X button that is very appealing to ittle hands and minds...
Get a new phone without speed dial capability if needed making it less likely she will be able to call out...

my daughter did the same thing. i got her a real phone, but i didn't plug it in. and she would sit and talk to herself forever. i just kept repeating to her that this is mommy's phone and this is your phone and after a few days she never bothered the real phone again. well until she hit 11 and now i am thinking of having her a phone put in her room so mommy can have her phone back..lol

explain to her that if she plays with the phone she's in trouble. or just unplug the phone. hide it. i hide mine in the cabinets to keep my grand daughter from getting it. my 7 year old called 911 just last week. and hung up on them. they called back and i told them she was playing on the phone. and asked if they could talk to her. they did. they told her to stop playing with the phone. and she hasn't played with the phone since.

Go to Toys - R- Us or another chainstore like that and buy her one of those telephones with bigbird or other characters that she can dial up and listen to. Those are great to teach how to use the phone correctly....
