Take him to the vet. Urinating outside the litter box can be a symptom of a serious bladder problem- and infection or potential blockage, Cats who block can die in 24 hours.
There are other potential medical possibilities as well.
Call your vet.

Your cat is trying to tell you something.
First of all, is your cat a yellow color, male and neutered? If so, there's a strong possibility he may have a urinary tract infection. (UTI) If this is the case, get him to the vet immediately! I cannot stress that enough. Even if your cat does not fit those three criteria, it's a good idea to get him/her checked out. (Just because it happens in neutered yellow male cats more often than others doesn't mean that all others are exempt from it.)
Second of all, if your vet rules out UTI, there's something else making your cat upset. Did you get new furniture or carpet? Did you move? Did anyone move in or out? Any new pets? Cats hate changes and will often let you know by peeing everywhere.
Be sure to thoroughly clean up the areas that your cat has soiled. Clean carpet and upholstery with an enzyme cleaner, such as Urine Gone or OUT! (you can get the latter at Wal-Mart) Don't spank or yell at your cat, as added stress will only add to the problem. Spray feliway on areas the cat is known to urinate. This will add a calming effect.
I hope this helps. And I sincerely hope it's not UTI!

Is the kitty litter you are using a new brand? If, so it is possible that your cat dosen't like the new litter. Are there any other changes in your home, such as a new cat? Did you change the location of the litter box? If not, then I would advise a vet appointment.

I need more info. First off is the Cat male or female? And is it fixed? Are there any other animals in the house and is it indoor/outdoor or both? If your cat is Male and unfixed, you are lucky it is only spraying around the box. Females are trickier. They don't like other females using their box and mark territory the same as males.

Is your cat fixed? If it is a male at a certain age they start to spray to mark their territory and if its a female I am not sure why she would do such a thing.Try a different litter your little one may not like the feel of the litter you are using now.

First of all, my cat did that too. When we took him to the vet they said that he probably had a urinary track infection. That is when the cat doesn't want to pee in his littler box, and he was to go on something soft or smooth. If you have anything like a dog, something that may scare the cat, that might be what's causing it

Has your cat been fixed? If not, he's marking territory.
If he is, he may be sick: Refusing to use the box is a often one of the first signs something is awry. In that case, he needs to see a vet.
Good luck!

Cats are clean by nature. Your cat is probably trying to tell you that he/she is not feeling well, I think a trip to your vet is in order to rule out any medical conditions. Good Luck
