Pepper tastes much better when it is freshly ground. If they put small grinders at each table how long do you think they would last? It also add to the classiness of the restaurant by bringing around a giant grinder.

To give value added service. For a bigger tip. To make a nice impression. So that they pepper grinders will not get stolen. I have been to restaurants where they have small pepper grinders on the tables, and they disappear frequently according to the waitstaff.

People would wreck the grinder by putting stupid things in it. Look how many times sugar and salt are put in the wrong container by teens.

Teresa nailed it. Peppermills are very expensive... its taking care of the customer, cracking it for you. I'm a server, and I think its a PITA.
