I distrust North Korea, but not because of atheism, if it's even atheist.
Atheism at its core simply means not believing in any gods, but for many (probably most) atheists, the disbelief of gods is only the tip of the iceberg philosophy wise. It also includes an openness for inquiry, that nothing is unqestionable or sacrosanct, that there is no dogma. There is/was clearly dogma in the oppressive governments of North Korea (atheist or not), China (under Mao), and Russia (under Stalin).
It would seem to me like Stalin et al simply followed Karl Marx's thoughts artibrarily. Marx professed atheism even though communism is a type of government and does not have an inherent theological viewpoint. If Marx had been Christian than they would have been Christian. If he would Muslim than they would have been.

Historically: Stalin may have been atheist, but he wasn't evil because of it. The Catholic Church persecuted many religious groups BECAUSE of their theism. So saying a country is atheist has no backing.
