Smoking weed = illegal, curiosity, act of guilt conscience
You are into some curiosity in your life. You want to try something new. However, morally you think it is wrong. Projecting smoking weed is an act of guilt conscience. You subconsciously don't get what you want in reality. That is why you dream about smoking weed. To you smoking weed is one of the way to release your curiosity and guilty feeling.

Depends on a lot of things. Do you smoke weed or not?
I don't smoke cigarettes but when I hung around a lot with my brother who smokes, I had dreams about myself smoking with him all the time.
Maybe it's nothing. Maybe it's the manifestation of your deepest darkest desires. Either way, I don't think its a big deal.
