wool stockings/tights and a turtle neck. Make sure she wears a hat (a "beanie" is stylish and can be worn indoors), gloves and thick socks; 80% or more of heat escapes the body from the head, hands and feet.
It will be more stylish if she wears the turtleneck under her shirt.

You can also wear windpants over your school pants or skirt when you're outside, and take them off when you're inside.
For pete's sake: you can't be comfortable in the same clothes OUTSIDE and INSIDE when it's -30. (I live in Minnesota; I know!) Wear a parka and carry the blazer, then put the parka away and put on the blazer.
If you layer a ton of stuff under the blazer, you'll roast when you're inside.

Try silk underwear, the best are for horseback riding and would come in her size. Check out statelinetack.com for ordering, it won't add bulk, it won't make her hot and sticky, and no one will know she's wearing it and she could even wear them under tights with her skirt! : ) Another layer close on top of that will be even warmer. They make sock liners, glove liners and hat liners, too.

Our child packs a sweatshirt in his backpack. He is also storing more layers in his desk and locker at school. The trick is to have lots of layers available to add on or take off as the temperature changes.

Do you have some long sleeve polo shirts?
What about thermal underwear under her clothing?
Knee socks.
An undershirt or tank top under her school shirt.

Aren't they allowed to wear a winter jacket to school as long as they take it off once they are indoors? If she doesn't like wearing a winter jacket but she's cold, it might be one of those things she will just eventually get used to.
