Neither place sells MTA/NYC Transit Metro Cards.
You have to go into the City to get them.
Newark/Liberty Airport AirTrain is free within the airport, but you have to buy a ticket ($5.50) to go from the Airport to the 'Newark/Liberty Airport Rail Station', which is run by, NJ Transit. NJ TRANSIT ticket machines located at the entrance to AirTrain stations in each airline terminal.
If you are going to take NJ TRANSIT, stop by any one of the NJ TRANSIT ticket machines located on the airport near the entrances to the AirTrain stations in terminals A, B and C, at the Ground Transportation Center in Terminal C, or at Newark Liberty International Airport Train Station. Buy a ticket to New York Penn Station (Code 000). $14.00
Take the AitTrain to 'Newark/Liberty Airport Rail Station'. Go DownStairs and take a NJ Transit Train to New York Penn Station. New York Penn Station will be the 3rd Station (Newark Penn Station, Secaucus, New York Penn Station).
At New York Penn Station you can buy a Metrocard for the Buses and Subways (its the same card).
New York Penn Station is 34th Street Between 7th and 8th Ave.

It doesn't make a difference. They should all be priced the same way... they will have the amount of money you pay on them... or the unlimited will be a standard price. Where is more convenient for you during your travels.
