fluff is stuff that you can actually hold in your hand
dust is stuff that is in the air and collects on things when you havn't dusted them for ages of used them for ages

Dust is a speck. Fluff is a collection of dust bonded together in one lump.

Fluff comes off of cloth, dust comes off larger particles of dirt.
Therefore, Dust is = sand or dirt in smaller grains whereas Fluff
is = cloth or fabric in smaller-sized bits.
