My mom won't take me to the doctors to find out what is wrong and causes so I want to know what medication called to use on my feet, around my ankles, if it itches every hour and will make it go away?

Hmmmm. The cause could be several things. If it is a rash (red irritated skin) then use an ointment you can find at the drugstore that is called Lanacane. You want any ointment that has at least a 10% amount of hydracortixzone. That stops itching. Just ask the man or woman at the drugstore. But if that itching continues, you need to get to a clinic and have them look at it, or, to an emergency room at your nearest hospital.
