When I was just starting out in photography (I was also competing in Gymnastics), I was approached by a couple of teachers that had started taking photography courses, and they were very serious about their intentions. No nudity. Nothing "funny." They went to where I used to work out, and they brought along their wives (they must've seen my apprehension) and they offered me some great 20" x 24" glossies, for my "pay."
When I wanted to practice some action shots, I asked my friends at the after-school gym where we practiced at night if it was OK for me to take a few shots of them and since they knew me, they agreed. I gave them a few 8" x 10" and a few portrait shots. Years later, a few of them looked me up to ask me to do their wedding photos or their college graduation photos and they referred me to others later on.
Start off with family and friends. If you STILL can't get any shots that you're happy with, consider going to your school coaches and team athletes!
If you're in school, speak with the coach and hang out at the practice area (gym, field, pool, whatever) and when you get to know the participants, ask if you can take photos of them. Offer them a few prints, and explain what the photos are for. You'd be surprised how willing and helpful athletes are, and how easily they take direction for photos, too.

Well, I am a female, but I have been approached twice at a coffee shop by someone claiming to be looking for a model for their art class. Try going to coffee shops, maybe the library, a university... or be honest with a friend of yours, if they are secure in their sexuality they probably wont mind...

Try asking other art students- most tend to understand that in order to study the human body you need to look at one!
When I was in college I would pose for classmates-- as an artist you know that its not sexual; you become removed from that aspect of it when you're trying to capture the human body.

So I take it you're a guy? Damn, my first idea would've been perfect! Use someone you know. A friend, a roommate, a classmate. Or ask girls you know if they have a boyfriend who you could photograph. I'm sure they'd love to have a nice picture of their guy!

Start with someone you know, a neighbor, friend, brother, cousin, classmate. Its easier to ask someone you know instead of a stranger.
