Assuming it is a working fire place,You must never place a painting or print above a working fireplace, as the smoke will damage the picture, over time. giving a yellowish tinge as does smoking.
If it is a work of art place in a smokeless room out of direct sunlight,

You are the one that has to live with this. Have someone hold it in each different spot while you step back and get a feel for how you like it. Trust your gut instinct! None of us will have to look at it each day, so go with what works for you. If you try to be analytical, you will find so many rules to follow that you'll never hang it. You've got to please yourself, and remember, if you don't like where you put it, you can always move it.

this is a dificult question without seeing the setting, centering is more uniform, closer to the fireplace makes the TV stand out and the opposite if next to the TV. if centered it make all three have their own spaceand draw their own attention, after that, only you can decide

Personally I don't like to see pictures etc. hung in a central position as it appears to me to be a bit too uniform.
Just hang it where it looks best to yourself.

I had the same problem myself once , it drove me mental , in the end i said f*ck the picture and threw it away !
