Because all too many answers are just noise, entered either for the amusement of the answerer or just to score a couple of points. In an ideal world, such a phrase would not be necessary.

Because some people give dumb answers that make no sense at all, or some people give really mean answers that just hurt the person's feelings. It's nice to get a "real" answer that is just intended to help instead of the jibba jabba that some people answer with.

because some questions you can't really tell if someone wants a serious answer or if they are only looking for the funniest response.

probably b/c is gets so frustrating when a bunch of people just start blabbing on about nothing and don't even answer the question. i know it is annoying!

I think it's silly. I posted one a few days ago where I said "No serious answers please" and people STILL went and tried to be serious. How lame.
