What kind of painti is it? Oil? Acrylic? Watercolor? I would need to know a little more before I could answer in a way to help you. :)

Is it for writing calligraphy? If so, then you should have an inkstone, or something to grind the paint up. If it is for calligraphy, then you add one drop of water to the centre of the paint, depending on the concentration, then grind the block of paint with an inkstone.
But as I said that's just for the calligraphy paints. Once we know what kind of paint it I'm sure it will be easier to answer! :>

Do you mean " Ow Chews" the Chinese Painter?
Seriously your description of the paint is too vague and the only answer which may seem flippant is, "WITH A PAINT BRUSH, OR, YOUR FINGERS." .

are you talking about black Chinese ink(also called black Indian ink?).if you're talking about ink for calligraphy you can use it with calligraphy nib pens, brushes and airbrushes. but not recommended for fountain pens.
