you could in theory do it. but you would have to have plenty of cash for prosecuting offenders against the peace. you would not be able use weapons and only have the basic powers under common law ... this is how the police first started with peel..it is possible and disgruntled cops who are passionate about the job would agree
detention rights would be an issue and if lets say you commited a citizens arrest would you transport thr pisoner, would this be legal, the offender would be under compulsion and you may find yourself arrested for false imprisonment...any good magistrate would throw this out of course...you woul have to observe human rights at all times...and to cut a long story short , if you were recognised, would soon be sucked into the pace and have to patrol and deal as all officers do...so just jion up and try to change the system from the inside

Your more likely to get done for thought crimes than solve anything. Plus your actions Will attract Blair's Bobbies to your doorstep rather than nick the burglar that's emptied a pensioners flat. Get some advice from your local constabulary, or better still, move!!!
