well wishes... but I am not a Muslim and I don't celebrate it. How should I respond to that letter. Should I tell him or not that I don't celebrate it? And how should I tell him about this when responding to his letter?

This is his letter:
I wish Your Excellency Ramadan Mubarak and a very Happy Eid Al-Fitr in advance. I would also ask you to please accept, Excellency, the renewed assurances of my highest consideration and respect.

I meant he wishes me a blessed ramadhan and happy eid. But I am not Muslim.

Have you ever said Merry Christmas to someone who don't celebrate Christmas? Maybe he is just wanting to let you in on his happiness in celebrating his religion. My answer would be to say thank you and then ask him about the holiday he is celebrating. I'm sure he knows you are not Muslim, right?
I wouldn't discourage him unless he becomes annoying. I'm sure it is not in any ones religion to be annoying and pester other people who are not of the same religion.

Do you send christmas cards to people who are not christians? Do they write you back to tell you that they don't believe in what you believe.
Then chill out and accept the good wishes.
