You did not take the time to train these dogs properly . The dogs need to know that you are in charge not them and yes now you have to get rid of one of the dogs . Or else they will end up killing each other and you would not want that. Cesar Milan says not stupid dogs ,stupid owners . Oh how true . Not being ugly here being truth full.

Are they neutered? A lot of times two dogs who are not fix will fight, having them fixed cuts down on the aggression. Both of my malea are neutered and are the best of friends, but there is way I would put two unneutered males together. You could also have two alphas or at least your smaller may consider himself the alpha. If that is the case they will continue to fight to maintain their hierarchy in the pack.
You may have to get rid of one of them ,sometimes just like people dogs do not get along. Usually in dogs its fighting to obtain that alpha role.

Obviously the dogs are in charge instead of the humans. If you would have taken the time to train the dogs this wouldn't happen. You need to keep them separated or place one in another good home. It's a shame really, this could all be prevented with responsible pet ownership and taking the time to be in charge of them and train them. I don't recommend you have pets again in the future unless your willing to make the commitment 100%. I don't mean to sound rude, but it's the truth.

If the dogs aren't getting along you should deffinately get rid of one of them. It isn't safe to keep them together. They could end up killing each other.
