As Tasmania is the most southerly state, it is extremely cold in winter.
I would suggest summer, but that all depends on the sort of weather you like.

Probably during Spring, early Summer. Thats when the berries are ripe and you get to see the lavander? (not too sure abt this one) cos i've just been there this July. Right smack in the middle of winter. Spring is also good for walks or hikes up the mountain. Everywhere will be a sea of green. Unlike winter. The creeks are mostly brownish.
It's not really cold (at last for me, getting away from the hot hot weather in singapore) as temperature was ranging from -2 deg C to 12 deg C when I was there. Snowed at Cradle Mt & other places (heard from the people there but not been to). However, daylight is really short. It's almost pitch black by 5.30pm. Accommodations are usually 20% cheaper than in spring in the small towns though.

December, January, February or March.
It get's pretty cold after that.

prolly during spring early summer because winter is cold and summer it gets pretty hot early summer and spring its really nice there.
