I personally thinks it's better to wait for the guy to tell you that he loves you. because females are always putting themselves out there first, it's better it the guy tells you first, that way you know that he is saying because he wants to. Not because you said it to him first.

How long have you been together, if it's not very long he's going to think this might be a "Fatal Attraction" thing. If you've been dating awhile then just casually, as you are leaving, or hanging up, say "love ya" and see what happens. If he freaks, then you could say you just ment it as friends. But if he don't maybe he'll say it back to you. When You DO say "I Love You" look him right in the eyes. Hold it for a few seconds....see how he responds.
But know you will kiss a lot of toads before you find your prince.

Yes. It's ok. Whether or not it will be a mutual feeling is the big question, but it's one that everyone faces when they say it the first time. If you love someone, tell them. It can't hurt.
...that is unless you're nuts and you've only known the person for two weeks or something. ;)

Depends on how long that you have been seeing him. If you say it too soon he may just hit the door running.
And if you are going to tell him then just tell him how he makes you feel and how you feel about him and take it from there.
