Use WD40 if there is rust between the wheel and the axle but then use 3-in-1 oil, if it is still available. It is a general purpose oil suitable for push chairs and bicycles.
WD40 is a solvent which contains a small amount of lubricant, it is great for easing seized up parts but not great as a long term lubricant.

WD-40 is not a lubricant. Says so on the can. Use a fine oil, get small tube from any hardware store -- like sewing machine oil. The WD-40 will help to clean out the old gummed up stuff -- use it first.

Hi
You only need to use a thin oil or lubricant - the best thing to buy is sewing machine oil although wd40 will be ok.
