Native German here.
Depending on WHO you are saying it to, it is either "Ich liebe Dich" or "ich hab' Dich lieb".
The "D" in "Dich" should be written big, (not like "dich", but "Dich"), out of politeness to the person you are saying it to.
When you mean to say it in a ROMANTIC way, you will say "Ich liebe Dich".
When you want to say it in a NON-ROMANTIC way (to your child, or parent, or brother, sister, friend etc...), you would rather say "Ich hab' Dich lieb". That means the same, but it is not romantic.
