Keep reporting it! That's all you can do. If they don't do anything about it then at least you tried. Don't give up though---something serious could happen to those kids if you do.

Child protective services can sometimes help. It would be best if you have documentation for it. When you hear this, record time and date, duration, what the beating sounded like and how many times the child was beaten.
Child protective services may be able to enter the home and do an inspection of the home and the children. If this mother is really beating her children, the children will have marks on their bodies and they will be able to document the abuse.
You will want to make sure that child protective services knows to ask for a log from the police regarding the calls that have been made by the various neighbors. One positive for this case is that several neighbors are involved. If the mother tries to blame an over-reactive neighbor for this situation, this won't fly because several neighbors have the perception that she is beating her children severely enough to warrant intervention.

if you continue to call the police and nothing is done then one day you hear it going on go over there knock on her door and when she opens it slap her in the face as hard as you can and just go beserk with yelling no matter what you say just keep yelling and say if you ever hear her children screaming from her beatings you'll be back and next time it'll be worse since apperently the police are doing nothing about the situation so if she calls the police they'll prolly do the same thing to you - nothing) hope this helps trust me it will work if you just get the guts to do it

Are they being beaten- or getting a spanking? There is a difference. And speaking from personal experience, when I was young and got a spanking it probably sounded like my mother was trying to kill me. I would get more concrete evidence of actual abuse before I got a child torn away from its family.

Are they some bad as* kids? Maybe they are getting spanked like they should, that way when they become adults their parents aren't on the ones on the talk show crying about how little Jimmy is kicking their asses.
