No a H1b visa is a non-immigrant visa and demands that the holder return residing house as quickly as the term has expired. you would be an eternal resident or citizen to petition. you may no longer even substitute your visa to an immigrant visa without first leaving the country and making use of from residing house.

Since all residents in the US, citizen, student visa, illegal, etc. are required to register for Selective Service if they are between the ages of 18 and 25, I would expect any of them could join the military as well.....

A Nigerian could join if he wanted to. There are no citizenship or residency requirements. During Vietnam I served with Canadians, Filipinos, Mexicans, and more.
