Venezuela? 15 cents? I don't think so.
I paid 37 cents there in 1985.

The government owns the oil. The wells were Nationalized from the American oil companies, who developed the wells, many years ago.

US prices reflect world oil prices. The tax in some countries far exceed the US.
England, gas is around $6.00 per gal. Same in Italy. I paid $5.00 in Italy, in the 80s.

It is subsidized by the government. Gas is sold at a loss or cost so they can appease the working poor of Venezuela. There are many poorer countries that pay paltry sums for gasoline because the tab is picked up by the government. Iraq for example pays enormous sums of money so there people can buy cheap gasoline.
