There are a bunch of methods. The easiest is to not forget a lighter or matches.
The second easiest is flint and steal. This pre-supposes that you have a chunk of steal handy and you are in an area where you can find some flint. If you are so fortunate, make a very fluffy wad of cotton fiber (if you have it available) to use as tender. If you don't have any cotton available use very finely shredded very dry tree bark with a high "pitch" content (pine works well). Strike the flint on the steel to make sparks and catch the tender on fire.
If you don't have flint and steel, there is a variant of the "two sticks" method that works pretty well. Make a "Bow" out of a fairly flexible stick using a fibrous material as the string. Loop the string part of the bow around a straight hard dry stick. Put one end of the stick on another piece of dry hard wood with some tender surrounding it. Use another block of wood to hold the top of the stick. Move the bow back and fourth to spin the stick like a drill very fast. After awhile you will build up enough heat to light the tender.

Well, as a camper myself I do not go without a lighter AND waterproof matches. But on the off chance my matches weren't as waterproof as I thought and my lighter ran out of fuel, I would try a couple of different things.
1- providing you can find a string, find 2 sticks, rather straight and a flat piece of soft wood, something like a big chunk of bark. Sharpen one stick on a rock so it is rounded off. Take the string and loosly tie it to both ends of the other stick, making a bow. loop the string around the rounded stick. Pile some kindling and ldried leaves on and around the bark. Put the rounded end of the stick in the middle of the bark in a vertical (up and down) position. Using the "bow" stick horizontally, move it back and forth quickly. You might want to use a semi thick piece of harder wood to push the vertical stick down into the bark. Moving it back and forth will cause the bark to heat up with frictionn and start a fire. When it starts to smoke, push your leaves in on it and while you are still turning the vertical stick, gently blow, giving the smoke some oxygen and thus starting your fire.
Another thing you can do it to pack a magnifying glass with you. Use the sun to start your fire like you do when one cooks ants on the sidewalk. This means you need to start your fire before sundown and keep it going into the night.
Lastly, you can hope for a lightnig storm that stikes a tree nearby.

Two sticks and a piece of string. Bow one of the sticks and tie the string to it at both ends. Loop it around the other stick and use a sawing motion. place it on a rock and put dry grass around it. Saw back and forth till you see a glow. Then blow on it to catch the dry grass.
