Basically he was a confidence trickster. It tells of how he could sweet talk poor women out of their last farthing (A farthing is an old English coin and was a quarte of a pre-decimal penny)

It sounds to me like they are speaking of a door-to-door salesman who went to a poor widow women's house. Because he was so charming she let him in and bought from him anyway. He was so delighted he made a sale that when he left he was very happy.
