If the boy is not married or engaged, then he's available to be asked. Remember that when other girls ask your steady boyfriend out, though. Interpresonal problems arise when you sneak around. Ask him out. You nee no one's permission. But, you need not hide it or spare his other girlfriends. Things get really complicated when we try to deceive others. If neither of you are committed, specifically married or engaged, then its all cool. If someone gets upset, that is their problem and they will likely seek solace from someone other than you. No biggie.
If you fear the "other girl" getting mad, then stop. She will or she won't. Be kind to her, but if she feels she has her clutches on him and he chooses to date you, she's just got it wrong, that's all.

Just ask if he wants to hang out as friends. Be respectful that he is in a relationship. If anything ever became of your friendship you would never trust him becasue if he mistreated her by seeing someone else then chances are he would do it to you. That's no way to start a relationship. Having his friendship is better than nothing at this point. You never know the best relationship came about from friendships or you might even realize he is not the dream guy you thought.

I have heard a lot of stupid stuff concerning asking out.
Why would he be unavailable?

Depends on how long they've been to gather, and how much they like each other. It is usually best to stay clear of someone else's boyfriend is usually just ends up in a mess. But if you think you and this boy are meant to be than get to know him, if you know him make comments about liking him. When you get the nerve just say, look I really like you. And he should be able to take care of the rest!

try asking about him about his girlfriend if he will just blabber how cool she is , how pretty she is and etc. then he doesn't like you and it is not worth the trouble - he is the idiot
if he says "oh she is ok" or starts avoiding the subject or acts uncomfortable than you have a chance

don't tell him how u hate his girlfriend
it will make him against you

Why would you like to go out with someone else boyfriend? I'm sure you are pretty girl and could do better. but here goes- just walk up to him and start a conversation ask if the girl he is seeing is his steady girl and does he like her? and if any of this questions are no, just come right out and ask him if he would like to have lunch with you or go out with you.

Choose an easy to do activity or non-threatening event, then ask him in sort of an accompanying way. Sort of like you need to go to a function, maybe a recital or banquet, etc, and tell him you need an escort and wondered if he would go to this event with you. I'd avoid using words like "go out with me", but keep it as generic as possible.
