Yes.

Anything in public view is fair game.

They can even take pictures through a crack in your fence, but they cannot hold the camera up over the fence. It's considered a "blind".

Yes. Why shouldn't they be restricted from where they point their cameras? Are you doing something illegal? And the word is allowed.
