can someone post a picture of you on a public website without your permission?

In France, that would be mostly illegal, unless you're a public figure (political, media celebrity or the like), and the picture was taken in a public place at a newsworthy event where you appeared (that is, where you can be construed as "making a public appearance"). Otherwise, you're protected by article 9 of the civil code.

Elsewhere... I fear that image rights are much more laxly protected.

Start contacting the webmaster of the site with your complaint. Then, better contact a lawyer and see if there is anything to be done.

No they cannot. Even schools have to have permission from parents before posting information and photos of students on the school website. This is a major legal issue and if this is happening to you, I would seek legal council on this matter.

People have successfully sued to have photos removed. So legally the answer is no. Practically, if they are willing to break the law, they can be hard to track.
Remember the Internet is a global network. One country can't make another enforce any rules.

No this is violating your rights and if this has happend to you,you should prosocute them with the full extent of the law atleast this is the usa standards of the right to disclose your personal information and your idenity to the public.
