He is lying to you so you would have more sex with him. I have heard alot in my time, but this is the first time I have heard a line like this to get more sex.
Tell him you aren't a stupid woman, you know for a fact that once a guy is completely matured, the only thing that grows is his hair on his face.

Not really unless he is kin to dogs, lol. Cuz their "you knows" for males get larger when they have sex to sort of lock in to the female. It pretty much swells up. But for humans no. He probably say anything to get more sex than he is getting.
