I once drove 100 miles on the highway with the hood attached only to the second latch. Nothing happened.
But I would suggest to fix it ASAP and not take any risks.

Most likely not. Both latches are hooked into the hood's loop bracket pretty good, but the secondary latch is much looser than the first. A couple of good bounces on the highway may be enough to compress the catch spring a bit and allow the hood to completely pop.

yes it is possible to for it to fly up if you are having a problem and only the second latch is working you should try another way to make it safer my hooking something to the inside of the hood and then to the bumper or something like that
