After 9/11 the US govt and other European countries have started to take the problem of terrorism seriously.
Many terrorists have been killed and many have been captured.
But after the Iraq war , it has been seen that the No. of terrorist who have been killed are replaced 10 times more by new recruits.
many agencies are saying terrorist have incresed at a catastrophic rates.This is chiefly due to hate ideology and other factors.
So my Question is what would US govt do after 9/11 if it was governed by the Romans ?
Would the Actions taken by the Romans effectively reduce threat from Islamic terrorism?

The Romans weren't afraid of Genocide. Gladly, we do not believe in it here.

Not fighting them did not work either,
Most society's over the history would have expelled all the Muslims in the country. (We did not)
Almost all would have attacked the enemy and non would have shown the restraint we have in trying to not harm civilians.
