Contact the Texas Office for the Aging. There are programs he may qualify for that allow him to stay in his home and have the support he needs come to him.

Do communicate any information relevant to this situation to his other children. Eventually you all are going to have to find solutions and 3 heads are better than one. Maybe each child could research a link.

In my city, we have an organization called Visiting Nurses which take care of elderly people in their own homes on a daily basis. Also, available is live in caretakers who can provide your father-in-law with meals, cleaning, and day to day needs. A have a neighbor who is retired and her husband passed away years ago and her children are grown up and have their own families. She spends the night during the week to take care of an elderly woman and spends the weekend at home. This elderly woman has family that stays with her on the weekends. This may not be possible for his children to take turns on weekends, but I know that it can be arranged for caretakers for the weekend, too. Meals on Wheels program provides a healthy meal each day to the elderly in their own homes. There are Assisted Living facilities which are apartment complexes that have care providers on site. These apartments have only elderly people who live there and security is provided for a safe environment. These are other options that are available. There have been some nursing homes in my area that have been shut down because they have not provided patients with healthy living or a patient has died from neglect. If a nursing home is a resort you have to take, investigate the home thoroughly before putting your father-in-law into one. I have heard alot of scary things about nursing homes. They say here that once someone is put in a nursing home they never leave. Meaning the person dies not long after they are put in a nursing home.

Perhaps you could have some one live with him in his own home.
If he is still here mentally is a shame to put him in a nursing home.
